Whether relocating from
across the country or the next town over, moving to a new community can
be overwhelming at times. We hope the following list will help in your
transition to residency in Windham.
The majority of tasks as a new resident will need to be taken care of at
the Town Clerk's Office:

Proof of
residency will be required. Acceptable types of documentation are:
Owners:
Closing papers (ie: HUD statement, deed, etc.)

Lease or rent receipt

Written statement of residency from the property owner
REGISTERING YOUR VEHICLES:
Relocating from out-of-state:

You have only
60 days to change over
driver’s licenses and/or motor vehicle registrations.

If your vehicle is less than
fifteen (15) years old, present your out-of-state TITLE (a copy is not acceptable),
OR, if your vehicle is
fifteen (15) years old or older , present your out-of-state registration, a bill of sale,
or Vehicle Identification Number (VIN) verification form.

If your title is currently held by an out-of-state lienholder or leasing
company and your registration and insurance are still valid, please
continue to subsection “a”. If your insurance or registration has
expired or will expire within the next twenty (20) days, please continue
to subsection “c”:

Title held out-of-state:
Contact your lienholder or leasing company directly and inform them that
you have moved to NH and require your title in order to register your
vehicle. NH is a ‘title state’, and as such, any existing title must be
surrendered at the time of registration. Again, it must be the
actual title, a photocopy is
not sufficient. If they
will not release the title to you for registration purposes, or require an official request for
release, please continue to subsection “b”;

The Town Clerk’s Office is not authorized to make
request for a title on your behalf, it must be made by the NH Title
Bureau. You will need to present your out-of-state registration and the lienholder or
leasing company’s name and mailing address to the Town Clerk's Office,
and they will prepare a NH title
application. You must then forward your application to Title Bureau
with the proper fee and, once received, the Bureau will make request for your
title. Once the title is received at the Bureau’s office, a notice will
be sent to you authorizing the Town Clerk’s office to issue your
registration and plates. This is a process which can take several weeks.

Registration/insurance
expiring:
As your insurance and/or registration has or is expiring within 20 days, you qualify
for what the State terms a “Hardship Registration”. Present your
out-of-state registration to the Town Clerk’s Office, along with the lienholder or leasing company’s name and mailing address. We will
prepare a NH title application and registration, and collect your town
taxes. You will then be directed to the Salem Motor Vehicle
Sub-station, where you will pay your registration and title fees. Salem
will issue a sixty (60) day temporary plate, and at some point during
that time, upon receipt of your out-of-state title, Concord Motor
Vehicle will forward your metal plates directly to you.
Current NH residents relocating
to Windham:
You are given only
10 days to change your
information with the State.

Obtain a change of address
card from the Town Clerk's Office, which you must complete and forward to the Division of
Motor Vehicles.

If you do not receive a renewal
notice from the Town of Windham for your vehicle, or if your renewal is
due the month you move to Town, you must present to the Clerk’s Office
your expiring registration from your previous town of residence. If you
do not have your registration, you must obtain a photocopy from the town
where it was issued prior to obtaining a renewal with the Town of
Windham.
REGISTERING TO VOTE:
You may register to vote any time during regular business hours.
You must be an American citizen, and present proof thereof. A
birth certificate, passport or baptismal papers are all acceptable.
If you are a Naturalized citizen, you must present your naturalization
papers.
Note: Registration can also be completed at the polls on the
day of the election.
LICENSING
YOUR DOG: Any
dog 3 months of age or older is required by NH law to have a current
license. Owner’s
must present a valid rabies certificate at the time of licensing, and
all licenses expire annual on April 30th.

GETTING A NH DRIVER'S LICENSE:
You may obtain your NH driver’s
license at the Department of Motor Vehicles located on Geremonty Drive
in Salem, NH. Their hours are 8:15 am to 4:15 pm, Monday through Friday, and
you may contact them at 893-9871 for more information. New residents to
New Hampshire must surrender any out-of-state licenses at the time of
application.
TRASH DISPOSAL:
A permit is required to utilize the
Transfer/Recycling Station,
and should be obtained at the Station. There is no charge for general
waste disposal. The Town does not provide curbside trash removal.
YOUR UTILITY SERVICES: Currently, there is no public water or
sewer in Windham. The majority of our residential property is
serviced via individual wells and septic systems, with the exception
of a limited number of homes that receive their water from
Pennichuck (603 882-5191). If you are unsure, please check with your
realtor or landlord.
