Minutes of September 9, 1999 read and accepted
Resignation of Clare Todisco accepted with great regrets. Clare has been an important
contributing member and the Commission will miss her.
HISTORIC DISTRICT COMMISSION
1. Bartley House Discussion: P. Schenna has written and outlined a commercial lease
proposal as part of a project to fund the repair and restoration of this town
property. Motion by C.Webber, 2nd by W. Bailey to present this proposal to the Board
of Selectmen for their consideration.
1. Communication received:
Application for membership in the N.H. Presevation Alliance. This organization
presents workshops and publications geared toward the restoration and repair of
older buildings, and preservation of historic landscapes. It also establishes seed
grants and gives technical assistance. The Commission will ask that the Town have a
membership in the Alliance.
The N.H. Land and Community Heritage has sent a request to N.H. towns asking that
they join a coalition to place a warrant article for 2000 Town Meeting. This
requests that the State establish and fund a permanent public/private partnership
for the conservation of land and historic resources. The Commision will contact the
Conservation Commission to see if they would be interested in joining with us for
presentation to the BOS and The Planning Board.
A Derry resident has asked if Windham might be interested in designating N.Lowell
Road as a scenic road in the Windham area. Since this is a state road, W.Bailey will
inquire as to how this would effect such designation if this becomes a future
consideration.
1. Warrant Articles for 2000 Town Meeting:
Motion by C.Pynn, 2nd by all to request that this commission be made a five-member
board with alternates.
Motion made by C.Pynn 2nd by all to request that the John Simpson cellar be
designated as an Historic District. As land use articles, these will be presented to
the Planning Board.
HERITAGE COMMISSION
1. Map with locations of the buildings and places on the Historic Resource List has
been drawn up by Bob Thorndike. The Commission appreciates the amount of effort that
goes into a project like this and thanks Bob for his efforts.
2. Requests for comments from Planning Board:
MARBLEHEAD SUBDIVISION (25-R602,630,675,802) Comments included recognition of the
two street names: Corliss and Fletcher, both are historic names from the area. The
Commission requests preservation of stone walls and any stone structures found on
the property.
SISTERS OF MERCY SITE PLAN AND SUBDIVISION (12-A-500). This plan will not affect
Searles tower. Approximately 100 ft. of the wall will need to be taken for sight
distance for the driveway. This apparently is necessary. The stones will be re-used
for small stone walls throughout the property. No additional wall openings should
be allowed (from southern point of 12A-800 to the north). The proposed driveway
should allow access (easement) to the back of the property for future needs.
POST OFFICE SITE PLAN (16-D-300) The stone wall boundary should not be compromised.
There are no other historic constraints.
MUCCI SUBDIVISION (6-C-400) No historic constraints are noted
